Coordination and Implementation Project (Joint UN Project, ongoing):
The MDG Coordination and Implementation Project serves
as platform/organizing framework for deliberations on the MDGs in PNG.
The four components of the project serve two main outcomes: (i) provide
a basis and foundation for a massive national awareness of the MDGs at
the national, provincial, and local government levels; and (ii) promote
strong data collection, analysis and reporting on the 67 PNG-tailored
MDG indicators.

Service Line 1.6: Gender mainstreaming
Gender
Equality and Leadership for Results Preparatory Assistance Project (ongoing):
The objective of this 15 month Preparatory Assistance
(PA) Project is to design and plan a UNDP Gender Programme, called the
UNDP Gender Equality Programme, in support of the United Nations Country
Programme (UNCP) for 2008-2012. It will use and build upon UNDP’s
comparative advantages and best practices in gender and women’s
empowerment.

Service Line 2.1: Policy support for democratic
governance
Rapid Advisory
Services (RAS) Project (ongoing):
The project provides policy and capacity building services
to the Government of Papua New Guinea to allow for quick responses to
emerging development challenges. This support is being realized through
the funding of consultancies services, capacity building measures, pilot
and preparatory interventions and activities that strengthen the cooperation
and partnership between the Government and UNDP as well as international
integration. A strengthened cooperation and aid management framework will
help to increase the effectiveness of UNDP development interventions and
thus directly support the Government in achieving the Millennium Development
Goals (MDGs).

Strengthening Aid Coordination and Management Capacity Project (ongoing):
The project aims to strengthen and improve the effectiveness
and efficiency of aid coordination and management through strengthening
aid coordination and management capacities of the government agency responsible
for aid coordination and management. The project will, specifically, build
organizational and management/staff capabilities and functions of the
Aid Coordination and Policy Directorate of the Department for National
Planning and Monitoring so that the Government has a working, transparent
and effective aid coordination, management and delivery system. Such strengthening
will help Papua New Guinea to attract foreign assistance, use the foreign
assistance it is already receiving, including increasing absorption as
well as effectiveness, and assist in addressing key development objectives.

Service Line 2.2: Parliamentary development
Support
to National Parliament Project:
Through this three-year project, UNDP will initiate a
programme intended to facilitate the reinvigoration and modernization
of the National Parliament to better meet the modern demands placed on
democratic institutions in the twenty first century. This support will
concentrate primarily on increasing the effectiveness, transparency and
accountability of the Parliamentary Service to better serve elected representatives.
It will also strengthen the National Parliaments linkages with provincial
legislative bodies and provide a focused support to the parliamentary
committee system. In addition, it will strengthen its collaboration with
external partners. Finally the Project will directly support the legislative,
oversight and representational roles of the members of parliamentarian’s
through workshops, research and work exchanges.

Service Line 2.3: Electoral systems and processes
Voter
Education and Democratic Governance Awareness Project (closed):
The project will provide awareness and education about
electoral governance, the limited preferential voting system and principles
of good leadership in the lead up to the 2007 national general election.
The project is targeted to raise voters’ awareness and to educate
them on the principles of good leadership and democratic principles, enabling
them to make more informed choices during the 2007 election and to enhance
the quality of democratic leadership.

Service Line 2.4: Justice and human rights

Rights Advocacy & Monitoring Project (DGTTF 2005, closed):
The Human Rights Advocacy & Monitoring Project (AdvocProject)
is funded from the UNDP Democratic Governance Trust Fund. UNDP supports
the Government of Papua New Guinea's effort sin observing international
human rights commitments in setting up a human rights protection mechanism
with the Ombudsman Commission as the main element of this structure. This
proposal was crafted after UNDP learned from the Ombudsman Commission
(OC) that they require assistance to strengthen and enhance their current
Human Rights Unit.

Strengthening
Human Rights in PNG Project (ACTION 2), ongoing:
Papua New Guinea has several human rights challenges.
Gender based violence is widespread, and there are problems linked to
police violence , violence against children, extended use of remand, and
trafficking in women. At the same time, only three major human rights
instruments have been ratified or acceded to by PNG. The two international
bill of rights covenants are yet to be ratified or acceded to by PNG.
The project will strengthen human rights awareness in Papua New Guinea
through capacity building and advocacy initiatives. Specific tools will
be developed for the legal community and the NGO sector on human rights
awareness and instruments . The project will also raise awareness for
media stakeholders through targeted interventions towards media personnel.
The project will seek to strengthen the capacity on reporting on human
rights instruments already signed by PNG, as well as raise awareness on
the UN treaty body system, including a special emphasis on the CRC optional
protocol.

Bougainville
Community Leadership Project (DGTTF 2007, closed):
The Bougainville Community Leadership Project (BCLP) aims
to implement a number of practical human rights and peace building initiatives
as set forth in the Bougainville Peace Agreement. The project will, by
focusing on human rights and women and youth, consolidate and compliment
the comprehensive multi-year UNDP Bougainville Planning and Community
Support (BPCS) Project. BPCS is designed to help the Autonomous Region
of Bougainville (ARB) of Papua New Guinea to secure its peace and commerce
its economic and social recovery after a highly destructive 10 year hiatus
of conflict. Its focus is on governance, peace, security and economic
recovery.

Service Line 2.6: Decentralization, local governance and urban/rural development
Provincial
Capacity Building Project (PCaB) - Phase I (ongoing):
The project aims to assist the Government of Papua New
Guinea to further develop an integrated approach to strengthen financial
management at the national and provincial levels based on the lessons
learnt from previous interventions and new pilot approaches to be tested
within the intermediate assistance phase. It further aims to consolidate
the achievements of the SPFMT project with regard to hands-on financial
management training at the provincial level while building national capacities
through a pilot internship and provincial training officer network at
the same time. The results of this intermediate short-term and time-bound
phase and previous interventions will feed into design mission for a full-scale
decentralization intervention.

Planning and Community Support Project - BPCS (ongoing):
The project aims to assist the Autonomous Bougainville
Government in (i) building capacity through effective planning and management
skills; (ii) support the consolidation of the peace process through leadership,
human rights advocacy and other social activities; and to (iii) strengthen
economic development and livelihood opportunities.

Urban
Governance Support Project (UNHABITAT, ongoing):
The Preparatory Urban Governance Support Project provides
direct support to PNG Government’s emerging National Urbanization
Policy. In a broader national context, the project supports the Government’s
efforts under its Medium Term Development Strategy (2005-10, MTDS) goals
to improve the quality of life in settlements within the cities and towns
, thus, achieving MDG Goal # 7, targets 10 (water & sanitation) and
11 (cities without slums).

Service Line 3.1: Frameworks and strategies
for sustainable development
National
Capacity Self-Assessment for Global Environmental Management (NCSA), GEF,
ongoing:
The National Capacity Self Assessment (NCSA) for Global
Environmental Management is a GEF funding window providing up to USD 200,000
to conduct an assessment of and to strengthen links between multilateral
environmental agreements (MEAs) and their implementation at the national
level. Its primary objective is to identify country-level priorities and
needs for capacity building to address global environmental issues, in
particular biological diversity, climate change and land degradation,
with the aim of catalysing domestic and/or externally assisted action
to meet those needs in a coordinated manner.

Enabling Activities for the Preparation of PNG's second National Communication
to the UNFCCC (UN Framework Convention on Climate Change), ongoing:
The purpose of the project is to prepare a comprehensive
report on climate change related issues. The analysis contained in the
Initial National Communication (INC) will be updated and upgraded/extended
in order to ensure the preparation of a comprehensive Second National
Communication (SNC). Furthermore, the project will work towards ensuring
that climate change issues are not considered as separate national and
local environmental concerns but are integrated into the national and
local strategic planning process.

of Environment and Conservation Capacity Strengthening Project, ongoing:
The project aims to strengthen DEC’s capacity to
mainstream environmental issues into national development planning to
achieve the Millennium Development Goal (MDG) on ensuring environmental
sustainability. This is also essential to further enhance the knowledge
and skills of DEC staff to identify international environmental funding
mechanisms, particularly the Global Environmental Facility, to assist
PNG’s environmental planning and management to protect significant
environmental assets that ultimately contribute to global environmental
benefits.

Service Line 3.4: Sustainable land management to combat desertification
and land degradation
Capacity
Building for Sustainable Land Management in Papua New Guinea, GEF, ongoing:
The project aims to strengthen human and institutional
capacity at all levels to mainstream sustainable land management into
national policies, plans and legislation. This will be achieved through
improving the information basis of characterising the state of land degradation
and its impact, raising awareness at various levels of government agencies,
improving individual knowledge and skills, improving institutional structures
and processes to maximise coordination, mainstreaming sustainable land
management into the Government’s development planning processes,
and incorporating the use of mainstreaming tools in decision-making.

The project is aimed at providing open access for the
people of Papua New Guinea to information about the status of land use
in the country. It involves the production of spatial accounts of the
land-use patterns across the country, thereby equipping those managing
land assets with reliable data on which to base their decisions and activities.

Service Line 3.5: Conservation and sustainable use of biodiversity
Community-based coastal and marine conservation in Milne Bay
Province, GEF (closed):
The purpose of the project is to conserve Milne Bay’s
marine biodiversity by integrating conservation objectives into marine
fisheries, eco-tourism and human security development strategies and programmes.
The project will support community-based conservation management demonstrations,
working in three designated zones that are representative of Milne Bay’s
habitat diversity and the many different social settings in the province.
Interventions will seek to establish community-managed marine protected
areas (MPAs) geared to securing conservation and sustainable use objectives.
The project proposes to develop a community-based conservation management
framework that is operationalised in partnership with national and provincial
government authorities, the private sector, non-governmental organizations
and local resources owners to conserve a representative sample of the
globally significant biodiversity in Milne Bay.

Bay Sustainable Land Use Project Document
Community-based
coastal and marine conservation in Milne Bay Province (Supplementary Project),
ongoing:
The purpose of the project is to ensure that the key outputs
for the Global Environment Facility (GEF) funded Project activities from
Phase 1 have been met, and the necessary provisions are made for Phase
2 of the project. The main focus of this supplementary project is therefore
to strengthen the Milne Bay Provincial Government (MBPG) institutional
policy framework to formally establish Marine Protected Areas (MPAs) and
enhance its management and financial capacities to manage project implementation
during Phase 2. An additional objective of this supplementary assistance
is to conduct an end-of-project evaluation of the GEF funded project as
the basis of mobilizing alternative funding for the continuation and sustainability
of the project outcomes beyond Phase 1.

Community
Based Eco-Tourism Development Project (Preparatory Assistance), ongoing:
As Project Partners, UNDP PNG and the Tourism Promotion
Authority (TPA) of the Papua New Guinea Government will conduct a 12 month
Preparatory Assistance Project for the implementation of a subsequent
4-5 year Community Based Eco-Tourism (CBET) Development Project. The design
of the CBET implementation project will be based on the vision of conducting
a pilot project in selected communities and provinces of PNG to achieve
the following results: (i) Improving existing and developing new nature
and culture based tourist activities and services that are owned and operated
by local communities and micro-enterprises; (ii) To provide such services
and activities to the customers of existing tourist accommodation and
tour operator businesses, (iii) To market these CBET services through
existing, improved and new mechanisms. The principle deliverable of the
Preparatory Assistance Project will be a Project Document for the Implementation
Phase of a 4-5 year CBET Development Pilot Project in selected communities
and provinces.

Building Support Programme for Papua New Guinea (Preparatory Assistance),
ongoing:
The Preparatory Assistance (PA) project will assist the
Government of Papua New Guinea to:
1. Formulate a programme to enhance nation building, in partnership with
UNDP and the UN Country Team, that will address the root causes of conflict
in the country, be they of a cultural, social, economic or environmental
nature, at the local and national level;
2. Identify specific national capacity and UNDP Country Office needs to
manage the nation building programme; and
3. Set-up partnerships with the Government, civil society and donors,
to ensure a smooth transition from PA phase to programme implementation

UN Programme for the HIV/AIDS Monitoring and Evaluation Enhancement Support
Project (ongoing):
This UNDP initiated UN Joint Project aims to support the
national commitment to develop a strong epidemiological database that
is supported by a monitoring and evaluation (M&E) system as well as
the Country Response Information System (CRIS) in order to ensure sustainability
of the national response. The purpose of the project is to
build the national capacity of the National Aids Council Secretariat (NACS)
through a monitoring and evaluation unit, acting as the national coordinating
entity to effectively monitor the rate of increase at the provincial and
district levels and the efficacy of all programmes within the national
response.

Service Line 5.3: Advocacy and communication
to address HIV/AIDS
Support
to the National response to HIV/AIDS in Papua New Guinea (closed):
The projects provided technical and logistical support
to strengthening the national response to HIV/AIDS by supporting efforts
that targeted national leaders and policy makers to ensure that HIV/AIDS
was treated as a serious development problem facing the country. The project
focused on 3 components: (i) Advocacy and policy dialogue at the national
level; (ii) Integration of the gender dimensions of HIV/AIDS into the
national programmes on HIV/AIDS; (iii) Workplace support and legal rights
for the PLWHA.
